摘　　要：题库作为命题管理的工具,题库类型的选择、功能的设计及技术的实现都是教育考试机构核心竞争力的重要体现。从高中学业水平考试命题业务需求出发,提出题库系统功能模块由工作看板、项目管理、数据管理、参数配置、权限管理5大模块组成。为实现题库系统功能,应从技术选型、系统架构、数据库和安全等方面进行设计。以学业水平考试命题为例,针对常态化分散命题和封闭入闱命题场景,提出命题、审题、组卷、制卷等主要命题工作环节的应用流程。With item bank being a tool for item writing and management,the selection of item bank types,the design of functions and the realization of technology are important manifestations of the core competitiveness of education examination institutions.Based on the demands of item writing for high school academic proficiency tests,this paper puts forward that the functional module of item bank consists of five aspects:task board,project management,data management,parameter management,and permission management.In order to realize the functions of the item bank system,it should be designed from the aspects of technology selection,system architecture,database,and system security.With the high school achievement test as an example,the paper discusses the item bank system application in item development links such as item writing,checking,paper generation and paper-making in two different management models.
