摘 要:为有效检验少数民族高考加分政策的实施效果,借助结构方程模型,以黔、滇、桂、川四地民族大学学生为抽样调查对象,对政策受益者的政府信任与公共参与进行系统分析。结果表明,政府信任与公共参与的正相关关系在少数民族高考加分政策中得到验证,但享受政策对公共参与的影响作用不明显,却可以通过政策获益和政府信任来增强。也就是说,政策获益比享受政策更能提升其公共参与水平,政府信任在政策获益与公共参与的关系中具有中介作用。对此,建议在对以少数民族高考加分政策为代表的少数民族优惠政策进行修订时,着重从政策受益公平化、政策执行透明化等方面来进行,通过增强少数民族学生的政策获得感来增强其政府信任程度,进而促进他们的公共参与水平,提升政策实施成效。In order to effectively test the implementation effect of the policy of extra points in the ethnic college entrance examination, this paper takes the students of Guizhou, Yunnan, Guangxi and Sichuan as the sample survey objects, and systematically analyzes the government trust and public participation of the policy beneficiaries. The results indicate that the positive relationship between government trust and public participation has been verified in the extra score policy of ethnic college entrance examination, but the impact of enjoying policy on public participation is not obvious, while it can be enhanced through policy benefit and government trust. In other words, policy benefits can improve their public participation level better than enjoying policies, and government trust has an intermediary role in the relationship between policy benefits and public participation. To address this, the study suggested in the ethnic college entrance examination policy of ethnic preferential policies, it should focus on benefit fairness, policy implementation transparency. By enhancing their sense of policy gain of ethnic students to enhance their government trust, and promote their public participation, improve the effectiveness of policy implementation.
