基于知识、能力与价值“三位一体”的财政学教学模式探索与实践

摘　　要：基于财政学课程鲜明的实践性和关注宏观与国是的特殊性,对标本课程教学目标与要求,分析了当前财政学教学普遍存在的“重知识、重讲授与重分数,轻价值、轻探索与轻能力”问题,提出应构建“融知识、能力与价值于一体”的教学模式。即实施线上线下混合式教学,实现知识的高效传授;开展研讨式、探究式与实践性教学,实现学生综合能力的提升;实施课程思政,实现课程隐性育人;坚持产出导向,实施以能力为导向的学习评价办法,最终实现知识的高效掌握、思辨创新及实践能力的综合提升,以及课程隐性育人的目标。Based on the distinct practicality and the emphasis on state affairs and macro economics?of public finance, contrast the teaching objectives and requirements of this course, analyzes the common problems in public finance “attaching importance to knowledge, teaching and score, neglecting value, neglecting exploration and practice ability”. The course should implement the online and offline mixed teaching to realize the efficient transmission of knowledge;implement discussion, inquiry and practical teaching to improve students’ comprehensive ability;implement course educations to realize the goal of recessive education;adhere to the output-oriented, implement the ability-oriented learning evaluation method. Finally, realize the goal of the efficient mastery of knowledge, the comprehensive improvement of thinking innovation and practical ability, and recessive education of the course.
