摘　　要：2009年以来,联合国教科文组织先后发布多份全球成人学习和教育报告,以世界范围内的成人学习和教育的实践审视为基点,旨在监测贝伦行动框架下的成人学习和教育进展情况,为各国制定成人教育决策提供依据,这些报告被各国视为推进自身成人学习和教育发展的参考性和倡导性文件。2019年,第四份全球成人学习和教育报告(GRALEⅣ)发布,这是联合国教科文组织对于全球成人学习和教育发展情况的最新调查结果,也是前三份报告的发展和延伸。基于GRALEⅣ的分析,探讨了全球成人学习和教育测评的理论基础、模型以及特点,并提出相应的启示,以促进我国成人学习和教育可持续发展的实现。Since 2009,UNESCO has issued a number of global adult learning and education reports.These reports are based on the worldwide practical review of adult learning and education,aiming to monitor the progress of adult learning and education under the framework of Belem Action and provide a basis for countries to make adult education decisions.They are regarded as reference and advocacy documents for countries around the world to promote their own adult learning and education development.The fourth global report on adult learning and education(GRALEⅣ,2019),extending the contents of the first three reports,is the latest UNESCO survey on the development of global adult learning and education.Based on the analysis of GRALEⅣ,this paper discusses the theoretical basis,model and characteristics of global adult learning and education evaluation and puts forward corresponding enlightenment for promoting the sustainable development of adult learning and education in China.
