摘　　要：政府干预是影响供应链稳定性的重要因素,其消极作用过去未被重视,但在当前局势下日益凸显,让原本基于质量、成本、效率优先的供应链稳定机制失效,使供应链安全受到前所未有的重大挑战。政府干预影响供应链稳定的理论根源是政府干预的霸权、本国立场和逆全球化思维与供应链全球化模式的全球发展观的对立性。政府干预通过市场、技术、营商环境等多方面影响供应链稳定性,具有强约束性、成本弹性低、对供应链稳定的影响深远。政府干预导致既有供应链稳定性理论的假设不成立,对供应链范式提出挑战,触发供应链深刻调整。文章以美国对中国的政府干预为例,指出未来干预的内容会更宽泛和更综合、领域将更精准和更广、频率更高、力度更大,对供应链稳定性的影响将长期而又深远。为此,需要打破常规、跳出问题和提升处理问题的层级高度,创新可持续发展和长期平衡的供应链管理范式和商业模式,构建中国开放型全球供应链体系,建设具有全球竞争力的营商环境构建“套牢型”供应链,建立中国供应链安全体系,充分发挥中国全球第一市场优势加速双循环格局形成,不断提升中国供应链稳定性。Government intervention is an important factor affecting the stability of the supply chain.Its negative effect has not been taken seriously in the past,but it is becoming more and more prominent in the current situation,which makes the stability mechanism of the supply chain based on the priority of quality,cost and efficiency invalid,and the security of the supply chain face unprecedented major challenges.The theoretical root of the in-fluence of government intervention on supply chain stability is the hegemony of government intervention,national position and the opposition between anti-globalization thinking and the global development concept of the supply chain globalization model.Government intervention affects the stability of the supply chain through market,technology,business environment,etc.It has strong constraints,low cost elasticity,and profound impact on the sta-bility of the supply chain.Government intervention makes the assumptions of the existing supply chain stability theory untenable,challenges the supply chain paradigm,and triggers profound adjustments in the supply chain.Taking the US government intervention in China as an example,the paper points out that the content of future intervention will be broader and more comprehensive,the scope will be more precise and broader,the frequency and intensity will be higher,and the impact on the stability of the supply chain will be long-term and severe,and far-reaching.To this end,it is necessary to break the routine,jump out of the problem and improve the level of handling problems,innovate the sustainable development and long-term balanced supply chain management paradigm and business model,build China’s open global supply chain system,and build a globally competitive business,build a“lock-up”supply chain,establish China’s supply chain security system,give full play to the advantages of the first world market,accelerate the formation of a dual-cycle pattern,and continuously improve the stability of China’s supply chain.
