摘　　要：新时期实验室安全管理面临着新问题和新要求,基于HSE管理体系7要素(领导和承诺;方针和战略目标;组织机构、资源和文件;风险评价和管理;规划和策划;实施和检测;审核和评审),构建高校实验室HSE管理体系基本架构,提出组织、人员、制度、经费、技术、宣教6项保障措施,理清实验室HSE管理与服务工作思路,为师生生命健康、校园和城市生态环境、学校资产安全和学术研究筑牢基础。Laboratory safety management is facing new problems and requirements in the new era.Based on the 7 elements of HSE management system,leadership and commitment,policy and strategic objectives,organization,resource and file,risk assessment and management,planning,implementation and testing,audit and review,the basic framework of university laboratory HSE management system is constructed.6 safeguard measures are put forward,including organization,human resources,institution,funds,technology,and education,and the thoughts of laboratory HSE management and service is sorted out.It builds a solid foundation for the life and health of teachers and students,ecological environment of campus and urban,property safety and academic research.
