摘　　要：国家为应对公共安全领域广泛的现实需要,对应急管理专业人才培养提出了新的要求。本文基于全过程论视角界定了应急管理的内涵,总结了应急管理人才培养“机理—技术—管理”三维学科框架;依从社会发展规律分析了应急管理人才的需求变动趋势,规划了应急管理相关专业研究生和本科生教育阶段的专业设置;最后,提出了我国高校建设和发展应急管理专业的对策建议。In order to meet the widely practical demand of public safety,new requirements are put forward for training talents of emergency management in China.Based on the whole process theory,this study defined the connotation of emergency management,concluded the“mechanism-technology-management”of three-dimensional disciplinary framework,which is used for training talent of emergency management.Besides,this study used the law of social developments to analyze the changing trends of demanding the talents of emergency management,planned the discipline set of graduate students and undergraduate students in emergency management,and finally proposed the suggestions for constructing and developing the emergency management.
