粤港澳大湾区高水平人才高地制度体系建构研究

摘　　要：科技创新和自立自强是我国经济高质量发展的重要引擎,科技创新驱动实质上是人才驱动。建设包括粤港澳大湾区在内的高水平人才高地是党中央在我国经济转型发展中做出的重大战略决策。在界定与分析高水平人才高地概念基础上,对粤港澳大湾区人才状况进行整体的分析,并对粤港澳大湾区人才政策进行系统的梳理与阐释,据此进一步提出粤港澳大湾区高水平人才高地制度体系建构的思路:重构粤港澳大湾区人才发展的顶层设计,注重全链条人才培养体系建设,加强对国际人才吸引与环境建设,增强粤港澳大湾区人才流动与一体化发展,提高人才服务保障供给力度等。Scientific and technological innovation is an important engine for China’s high-quality economic development.In essence,scientific and technological innovation is driven by talents.It is a major strategic decision made by the CPC Central Committee to build a highland of high-level talents including Guangdong-Hong Kong-Macao Greater Bay Area in the process of China’s economic transformation and development.Based on the definition and analysis of the concept of high-level talent highland,this paper aims to make a systematic analysis of the talent situation in the Greater Bay Area,and a comprehensive overview and perspective of the talent policies in the Greater Bay Area,and put forward the idea of constructing the high-level talent highland system of the Greater Bay Area:reconstructing the top-level design of talent development in the Greater Bay Area;paying attention to the whole chain of talent training system;strengthening the attraction of international talents and environmental construction;enhancing the flow and integration of talents in the Greater Bay Area;improving the quality of talents and enhancing the service guarantee and supply.
