摘  要:“双高计划”旨在建设一批引领改革、支撑发展、中国特色、世界水平的高等职业学校和骨干专业(群),建设任务存在综合性、长期性、创新性、绩效性等特点。在建设任务推进过程中面临建设任务主体责任难落实,部门协作缺保障;建设任务实施过程难监控,目标达成存在灰箱现象;任务绩效指标设置欠科学,绩效导向不突出等难点。基于“双高”任务推进视角,借鉴矩阵式项目管理思想,需要从工作流程规划、绩效指标编制、项目矩阵构建、经费映射关系梳理和配套制度完善等方面构建“双高”建设任务高质量推进路径。The“double-high plan”aims to build a group of higher vocational schools and key majors(groups)that lead reform,support development,have Chinese characteristics,and have world-class standards.The construction tasks are comprehensive,long-term,innovative,and performance-oriented.In the process of advancing construction tasks,it is difficult to implement the main responsibility of construction tasks and lack of guarantee of departmental cooperation;it is difficult to monitor the implementation process of construction tasks,and there is a gray box phenomenon in the achievement of goals;the setting of task performance indicators is not scientific,and the performance orientation is not prominent.Based on the perspective of“double-high”task promotion,and drawing on the matrix project management idea,it is necessary to construct a high-quality promotion path for double-high construction tasks from the aspects of workflow planning,performance index preparation,project matrix construction,funding mapping relationship sorting,and supporting system improvement.
