摘　　要：选取23家公共部门的2760名人员作为研究对象,采用混合研究方法,运用结构方程模型和定性比较分析(QCA)方法研究公共部门社会网络对知识共享的作用机制。结果表明:(1)社会网络与知识共享意愿之间具有正相关关系。(2)正性情感,关系质量在社会网络与知识共享意愿间起到显著的中介作用。(3)社会网络专长异质性×社会网络联系强度×正性情感、社会网络一般异质性×社会网络专长异质性×正性情感、社会网络联系强度×关系质量×正性情感是促进公共部门人员知识共享意愿的有效条件,对于某一特定公共部门促进其知识共享,需要结合自身禀赋创造一定条件。研究结论揭示了社会网络对公共部门知识共享的影响机制,扩展了公共部门知识共享已有成果,对于丰富公共部门社会网络研究、解决动态竞争环境中激发公共部门知识共享具有较强的理论与现实意义,为建设人人有责、人人尽责、人人享有的组织治理共同体提供了重要的实证依据。Based on the analysis of 2760 employees from 23 public organizations in Beijing, this paper employs the mixed research to explore the effect mechanism of social network on public organizational knowledge sharing by using structural equation model and qualitative comparative analysis(QCA). Results showed that: Firstly, there is a positive correlation between social network and knowledge sharing willingness. Secondly, positive emotion and relationship quality play a significant mediating role between social network and knowledge sharing willingness. Thirdly, social network expertise heterogeneity * social network density * positive emotion, social network general heterogeneity * social network expertise heterogeneity * positive emotion or social network density* relationship quality * positive emotion is a necessary condition for knowledge sharing willingness. For a particular public organization to promote its knowledge sharing, it is necessary to create certain conditions in conjunction with its own endowment. The research conclusion reveals the mechanism of social network on public organizational knowledge sharing, expands the existing results of the public knowledge sharing behavior, and has a strong role in enriching public social network research and stimulating public knowledge sharing in a dynamic competitive environment. It also provides an important empirical basis for building a governance community where everyone has responsible, everyone is responsible, and everyone enjoys.
