摘 要:晚清时期,留学教育处于初始阶段,留学资格经历了无标准、模糊性要求、明确中学基础的发展过程;北洋政府时期,留学教育有了一定发展,严格规定了公费生、自费生、资助生的学历;南京国民政府时期,政府颁布一系列专门法规,明确规定留学生需具备大专学历、研究成绩、服务年限的标准。同时,中国近代留学资格表现出从无到有,走向严格化发展,从混乱走向统一以及具有不稳定性等特征。In the late Qing Dynasty,the overseas education was in the initial stage,and the qualification of overseas study experienced the development process of no standard,fuzzy requirements and requirments of middle school graduation;in the period of Beiyang government,the overseas education had a certain development,and strictly regulated the academic qualifications of public funded students,self funded students and subsidized students;in the period of Nanjing National Government,the government issued a series of special regulations,which clearly stipulated that the overseas students should have college diploma,academic achievement and service years.At the same time,the qualifications for overseas study in modern China showed the following characteristics:it started from scratch towards strict development;it started from chaos to unity;It was unstable.
