摘 要:美国加州“一流多元”公立高等教育体系是当时政治、经济、文化发展的必然产物,并呈现多维化社会服务职能、协调化宏观管理、“南北两中心”均衡化教育布局等特征。基于美国加州“一流多元”公立高等教育体系的经验,江苏高等教育应:构建大学与地方互动模式,助力多维化社会服务职能发挥;探索江苏“一流多元”高等教育体系,推进协调化宏观管理;加大“以南扶北”政策补偿力度,擘划均衡化教育布局,实现百花齐放,百舸争流。The“first-class and diversified”public higher education system in California was the inevitable product of the political,economic and cultural development at that time,and presented the multidimensional social service function,and the characteristics presented were a multi-dimensional social service function,coordinated macro management of“governed by self-governance and co-governance”,and the balanced education layout of the“two centers in the north and the South”.Based on the experience of California's“first-class and diversified”public higher education system,Jiangsu's higher education should:build an interactive model between universities and local governments;help the multi-dimensional social service function;explore the“first-class and diversified”higher education system in Jiangsu;promote coordinated macro management;increase compensation for the policy of“supporting the north by the south”;plan a balanced distribution of education,and then achieve a dynamic competitive situation.
