摘 要:我国人口老龄化情势愈发严峻,导致部分边境地区的人才流失情况尤为严重。文中研究分析了黑龙江省边境地区高校存在的人才流失现象及人才流失风险。首先,创新的提出人才流失风险,并给出了人才流失风险定义;其次,从高校聘请成本、经济损失、公平竞争岗位、高校聘请成本四个方面对人才流失风险进行识别;然后对人才流失风险的综合因素成因分析,从国家、社会、高校以及个人四个角度探讨其导致高校人才流失的主要因素,主要包括政府政策、高校人才管理服务、就业机会、经济因素、地理位置、自主意愿和发展前景。最后,针对黑龙江高校人才流失,提出高层次人才流失风险防控建议,为高校管理层在人才方面的战略提供针对性建议。The aging of our country’s population is becoming more and more serious, leading to a particularly serious brain drain in some border areas. The paper studies and analyzes the brain drain phenomenon and the risk of brain drain in colleges and universities in the border areas of Heilongjiang Province. First, it creatively proposes the risk of brain drain, and gives a definition of the risk of brain drain;secondly, it identifies the risk of brain drain from four aspects: university recruitment costs, economic losses, fair competition positions, and university recruitment costs;then, the risk of brain drain is identified. The comprehensive factors and causes of the formation of colleges and universities are analyzed from the four perspectives of the country, society, colleges and individuals, and discusses the main factors that lead to the loss of college talents, including government policies, college talent management services, employment opportunities, economic factors, geographic location, voluntary willingness and development. Finally, in response to the brain drain in Heilongjiang colleges and universities, it puts forward high-level brain drain risk prevention and control recommendations, and provides targeted suggestions for the management of colleges and universities in the talent strategy.
