摘  要:我国现行的教师资格制度中未设置单独的特殊教育教师资格证书类别,随着特殊教育师资队伍建设改革的深化,当前的特殊教育教师资格认定标准与特殊教育师资队伍建设要求之间的差距愈发明显。本研究在回顾我国特殊教育教师资格政策演变历程的基础上,剖析因缺乏特殊教育教师资格证书而引发的制度、实践矛盾,并提出应对策略。当前迫切需要完善中国特色的教师资格制度,将特殊教育教师作为独立类别的专业人员,单独设置特殊教育教师资格证书类别,制定既能适应特殊教育师资队伍建设需求又能与我国整体的教师制度相适应的资格认定标准。China’s current teacher qualification system does not have a separate category of special education teacher qualification certificates. As the reform of special education teacher construction deepens, the gap between the current special education teacher qualification standards and the requirements of special education teacher construction becomes more obvious. Based on a review of the history of China’s special education teacher qualification policy, this study analyzes the institutional and practical contradictions caused by the lack of special education teacher qualification certificates and proposes strategies to cope with them. It is urgent to improve the teacher qualification system with Chinese characteristics, to set special education teachers as an independent category of professionals, establish a separate category of special education teacher qualifications, and develop qualification standards that can both meet the needs of special education teachers construction and be compatible with the overall teacher qualification system in China.
