摘  要:轮岗交流政策是政府调节城乡、校际间师资不均衡问题的重要举措。该政策已经实施逾20年,但政策对教师专业发展的影响效果并不清晰且存在争议,影响了对政策促进师资均衡功效的判断。本研究以东中西部6省市问卷调查数据为样本建立多元线性回归模型,评估政策对利益相关者——轮岗教师和非轮岗教师的专业发展影响效果。结果发现:政策对两类教师的专业发展都有促进作用,且对非轮岗教师更有利。由于轮岗教师个体特征、流动形式与范围等政策实施情况不同,因此政策对教师专业发展的影响效果也存在差异。最后,本研究立足教师专业发展视角,提出了完善轮岗教师选拔标准、优化流动形式与范围、适度推进双向流动等精准施策的建议。The rotational policy is an important measure taken by the government to adjust the imbalance of teachers between urban-rural areas and among schools. Although this policy has been implemented for more than 20 years, its impact on relevant teachers’ professional development is unclear and controversial, which further affects the judgment of its balanced efficacy of teachers’ quality. Based on the questionnaire survey conducted in 6 provinces in eastern, central and western China, this study establishes multiple regression models to evaluate the impact of this policy on the professional development of both rotational and non-rotational teachers who are stakeholders. It is found that this policy promotes the professional development of both types of teachers, and it is more beneficial to non-rotational teachers. Specifically, due to the differences in the individual characteristics, form and scope of rotational teachers, its effects on teacher professional development are also different. Finally, based on the perspective of teacher professional development, the research puts forward some precise suggestions, such as improving the selection criteria of rotational teachers, optimizing the form and scope of flow, and appropriately promoting two-way flow.
