摘 要:普惠性民办幼儿园是我国学前教育公共服务供给体系的重要组成部分,在我国学前教育事业发展中发挥着至关重要的作用。本研究基于湖北省4市6区(县)的实证调查发现,在价格约束下,民办幼儿园向普惠转型面临收不抵支、教师待遇缺乏保障、公用经费压力较大、园际财政支持不均衡等问题。为进一步扩大普惠性学前教育资源覆盖面,激励更多民办幼儿园向普惠转型,政府有必要实施“分步走、一体化、保重点、强监管”的财政政策。The generally beneficial private kindergarten is an important part of preschool education system in china, which plays a vital role in public service supply. Based on empirical surveys of 6 districts and counties of 4 cities in Hubei Province, this paper found that, under the condition of price constraints, there are some problems such as insufficient income, lacking of guarantee for teachers’ treatment, greater pressure on public funds and imbalance of inter-kindergarten financial support in the process of transformation from private kindergartens to generally beneficial kindergartens. To expand the coverage of generally beneficial preschool education resources and encourage more private kindergartens to provide generally beneficial services in the future, it is necessary for the government to implement a stepped, integrated, priority given, and strongly supervised financial support policy.
