“双碳”愿景下环保政策嵌入基层社会治理的模型构建——基于扎根理论的探索性分析

摘　　要：“双碳”目标确立以来,环保政策的内涵得以丰富、外延进一步扩大,环保政策在社会治理层面的有效落实需要政府、企业和社会等主体协同努力。通过对青岛市的调查,运用扎根理论和嵌入理论构建了“环保政策嵌入基层社会治理模型”,环保政策嵌入基层社会治理包括“政治—治理—关系—认知”四个递进式结构化阶段,遵循“进入—成长—饱和—衰退—革新”的政策螺旋式上升过程。当前环保政策和“双碳目标”在“政治、治理、关系、认知”四个层面的嵌入程度呈现依次减弱的现象,尤其是关系嵌入和认知嵌入尚处萌芽阶段。未来“双碳目标”的实施需在稳固政治嵌入的基础上,继续强化治理嵌入、关系嵌入和认知嵌入的政策工具,创新社会动员模式,逐步培养人们低碳的生活习惯。Since the establishment of the“dual carbon”goal,the connotation of environmental protection policy has been enriched and its extension has been further expanded.The effective implementation of environmental protection policy at the level of social governance requires the concerted efforts of the government,enterprises and society.Based on the investigation of Qingdao,the“model of embedding environmental protection policies into grassroots social governance”is constructed by using the grounded theory and embedding theory.The embedding of environmental protection policies into grassroots social governance includes four progressive structural stages of“politics governance relationship cognition”,following the policy spiral process of“entry,growth,saturation,recession,innovation”.At present,the embedment degree of environmental protection policy and“dual carbon goal”in the four levels of“politics,governance,relationship and cognition”is gradually weakened;especially the relationship embedment and cognition embedment are still in the bud.In the future,the implementation of the“dual carbon target”should continue to strengthen the policy tools of governance embedding,relationship embedding and cognition embedding on the basis of solid political embedding,innovate the mode of social mobilization,and gradually cultivate people's low-carbon living habits.
