摘　　要：人民至上是中国共产党的执政理念,彰显了习近平新时代中国特色社会主义思想的价值取向。在理论逻辑层面,人民至上源于马克思主义的人民主体思想,根植于中华优秀传统文化的民本思想,在中国共产党百年历史发展中不断得到丰富和充实;在历史逻辑层面,中国共产党自成立以来始终坚持人民至上,在新民主主义革命时期、社会主义革命和建设时期、改革开放和社会主义现代化建设新时期、中国特色社会主义新时代实践中发展了既一脉相承又与时俱进的人民至上理念;在实现方式层面,为实现新时代统筹推进“五位一体”总体布局、实现人民对美好生活的向往,必须扎实推动共同富裕、发展全过程人民民主、不断满足人民日益增长的精神文化需求、不断改善民生和创新社会治理体制、不断满足人民日益增长的优美生态环境需要。“People First” is an important ruling concept of the Communist Party of China, which shows the value orientation of Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era, and has sufficient theoretical, historical and practical logic. In theoretical logic, “People First” originated from the Marxist thought of people as the main body, is rooted in China’s excellent traditional culture of people-based thinking, and has been enriched in the century-long development of the Communist Party of China. In terms of its realization in the process of achieving the “Five-in-one” overall strategic goal in the new era and realizing people’s aspiration for a better life, we must make solid efforts to promote common prosperity, develop people’s democracy throughout the entire process, meet people’s growing spiritual and cultural needs, improve people’s livelihood and innovate social governance systems, and meet people’s ever-growing ecological needs.
