摘 要:党政领导干部是推进国家治理体系和治理能力现代化建设过程中的决策主体、治理主体与执行主体,干部选拔的好坏关系到国家顶层制度设计的动能是否可以有效释放。本文采用案例研究法,从干部选拔典型案例中深入挖掘中国党政领导干部选拔制度创新的有益经验,构建具有中国特色的党政领导干部选拔的“四维度匹配模型”即政治匹配、事业匹配、组织匹配与岗位匹配。研究发现,与主要围绕两个维度匹配的西方选拔理论相比,中国的干部选拔理论增加了信仰和适应性的双重维度,形成了具有中国特色的领导干部选拔理论。中西方的干部选拔机理在体制机制、匹配方式、选拔标准以及选拔效度方面均存在不同。中国的党政领导干部选拔实践借鉴了西方的胜任素质模型,并基于党管干部和以人民为中心的原则对实践进行了发展。本文还就新时代中国党政领导干部选拔制度提出了完善建议。Party and government leaders are the decision-making subjects,governance subjects and implementation subjects in the process of promoting the modernization of the national governance system and governance capacity.The selection of cadres leaders is related to whether the drive of the national top-level system design can be effectively released.This paper adopts the case study methodology,excavates the useful experience of cadre leaders selection system innovation,refines the Chinese wisdom and Chinese paradigm of cadre selection theory and practices,and builds a four-dimensional theoretical model of the party and government leader selection.And the four dimensions include:Matching the requirements of the Party,matching the call of the new era,matching people with the organizations,and matching people with the positions.The study found that:Compared with the western selection theory,which mainly focus on two-dimension match,the Chinese model added two dimensions from the perspective of belief and adaptability,forming the leading cadre selection theory with Chinese characteristics.There are differences in the mechanism of cadre selection between China and the West in terms of system mechanism,matching method,selection criteria and selection validity.At the same time,the selection practices of party and government cadres leaders in China borrowed from the application of the competence model,and developed the practice based on the principle of party-management of cadres and people-centered.This paper also puts forward some suggestions on the selection of party and government cadres leaders in China in the new era.
