英国大学共同体促进高等教育入学机会公平的经验与启示--基于生涯规划NEACO项目的分析

摘　　要：英国自1996年《迪尔英报告》发布起,便在全域范围开展教育助学帮扶活动--扩大高等教育参与活动。作为活动重要项目之一,东安格利亚超越计划合作组织项目在以剑桥大学为首5所大学和9所继续教育学院共同牵头下,以生涯规划教育为理念,以标准化的能力提升框架为内容,循序渐进地提升地区弱势群体学生对高等教育的理解和志向,有效促进了地区高等教育入学机会公平。在项目实施过程中,大学共同体通过动态完善运营模式和框架内容、逐步拓展活动组织、活动对象和活动范围,以不断提升项目实效。同时,该项目的成功施行离不开简便易行的弱势群体识别办法、公开透明的项目经费申请流程以及全程跟踪的活动效果评估反馈等措施的保障。当前,我国高校联合开展的教育助学帮扶活动可以借鉴其相关经验。In order to promote fair access to higher education,UK has implemented a wide range of activities to widen higher education participation Under the joint leadership of five universities led by Cambridge University and nine further education colleges,Network for East Anglian Collaborative Outreach or NEACO,taking career planning education as the concept and ability progression framework as the content,gradually improves students'understanding and aspirations of higher education,which has effectively promoted the equity of higher education enrollment opportunities for disadvantaged students in the region.The consortia continuously improves the effectiveness of the project by dynamically improving the operation mode and framework content,and gradually expanding the activity organization object and scope.At the same time,the successful implementation of the proj ect is inseparable from the construction of safeguard measures such as simple and easy identification methods for disadvantaged students,open and transparent project fund application process and whole process evaluation feedback.The compensation activities of educational resources implemented by China University Alliance can learn from relevant experience,changing working ideas and calling on the education government.
