摘 要:数字教育资源公共服务政策是数字教育资源服务普惠供给的保障,其变迁是多因素非线性耦合的结果。针对现有研究注重多因素“竞争效应”而“组合效应”关照缺失的问题,文章基于多源流理论,构建政策变迁的多源流组态分析框架,并选取25个政策案例定性比较分析,发现上位政策和公众诉求是政策变迁的必要条件;数字教育资源公共服务政策变迁以问题驱动型居多,兼有方案辅助型和混合动力型。文章利用5种组态重新拓展了政策变迁原有“线性对称逻辑”的知识与诠释范畴,以期为良好的政策议程氛围营造提供理论依据。The public service policy of digital educational resources is the guarantee for the inclusive supply of digital educational resources services,and its changes are the result of multi-factor nonlinear coupling.Aiming at the problem of focusing on the“competitive effect”of multiple factors and lack of attention to the“combination effect”,this paper constructed a multi-stream flow configuration analysis framework for policy change based on multi-stream flow theory,and selected 25 policy cases for qualitative comparative analysis.It was found that upper policies and public demands are necessary conditions for policy changes.And the public service policy changes of digital education resources were mostly problem-driven,with program-assisted and hybrid types.This paper used five configurations to re-expand the knowledge and interpretation of the original“linear symmetric logic”of policy change,expecting to provide a theoretical basis for creating a good policy agenda atmosphere.
