摘 要:中国教育事业进入社会主义现代化强国建设的新阶段,建设高质量教育体系成为锚定远景目标的关键举措。教育培训机构因其教育优势与行业乱象引起广泛关注。责任履行是教育培训机构规范与长久发展的重要抓手,意味着以教育公共性为价值诉求,立足自身双重属性承担对众多利益相关者的责任,是一种综合性责任、教育性责任、积极责任和团体性责任。基于有关政策与威勒模型,确定教育培训机构涉及的机构所有者、家长与学生、机构员工、机构合作者、社区、政府、行业组织等利益相关者,进一步厘清其对利益相关者的责任担当。教育培训机构的责任履行需要协同推进,重视政府为主的督导与激励,强调机构为主的自觉与自律,加强社会为主的监督与宣传。China's education is entered into a new stage of construction of a strong mod-ern socialist country,and building a high-quality education system has become a key initia-tive to anchoring a vision goal.Education training institutions have paid widespread attention due to their education advantages of personalized demand.Responsibility pursued by educa-tional publicity is an important starting from the normalization and long-term development of education training institutions,which means that the responsibility for stakeholders based on their own dual attributes is a comprehensive responsibility,educational responsibility,ac-tive responsibility and group responsibility.Based on the relevant policies and Wheeler's clas-sification model,we determine that the stakeholders include institutional owner,parents and students,institutional employees,institutional partner,community,governments,industry organizations,and further clarify responsibility for stakeholders.The fulfillment of responsi-bility of education training institutions requires consideration of three level:attaching impor-tance to the government-oriented supervision and incentive,emphasizing consciousness and self-discipline of institution,strengthening social supervision and publicity,collaborative promoting long-term development of education training institutions.
