People’s Livelihood Standard, Country Standard and Service Standard:Three Fundamental Attributes of Higher Vocational Education Integrating into China’s Economic and Social Development

摘  要:高等职业教育在融入并适应我国经济社会发展进程中形成了三个根本属性,即民生本位、国家本位和服务本位。以民生为本位的高等职业教育大众化发展路线经历了地方探索、国家行动和继续深化三个阶段;以国家为本位的高等职业教育质量提升路线经历了技能培养模式形成、基本办学条件建设、全面质量大提升和高质量发展四个阶段;以服务为本位的高等职业教育类型构建路线经历了职业教育类型思想的产生、职业教育类型制度的形成和现代职业教育体系建设三个阶段。Higher vocational education has formed three fundamental attributes in integrating and adapting to China’s economic and social development, namely, the standard of people’s livelihood, the standard of state and the standard of service. The popular development route of higher vocational education based on people’s livelihood has experienced three stages,namely,local exploration, national action and continued deepening;the quality improvement route of higher vocational education based on the state has experienced four stages, namely, the formation of skill training mode, the construction of basic school running conditions, the great improvement of overall quality and high-quality development;the construction route of higher vocational education type based on service has experienced three stages, namely, the emergence of vocational education type thought, the formation of vocational education type system and the construction of modern vocational education system.
