摘  要:我国普通高中教育政策的发展与变迁受到政府联盟、学校联盟和家庭联盟三个支持联盟系统的共同作用。因循三个支持联盟的信仰系统变化特征,发现我国普通高中教育政策的发展大致可分为效率优先的重点高中制度阶段、规模扩充的高中教育普及阶段,以及基于质量提升的优质均衡与多样化发展阶段。每一阶段的政策变迁均受到政策取向学习、社会经济发展以及社会公共舆论的影响。未来,应以“拓展多元学习机会”作为三大支持联盟的共同深层信仰,走出公平与效率之争;探索基于联盟间“上下互动”的政策执行机制;促进学校联盟内部的资源集聚效应;进一步加强以政府联盟为主的经费筹措体制。The development and change of senior high school education policy is influenced by three Advocacy Coalition:government,school and family.According to the changing characteristics of belief system of the three Advocacy Coalition,it is found that the development of high school education policy can be roughly divided into three stages:the key high school system stage with efficiency first,the high school education popularization stage with scale expansion,and the high quality balanced and diversified development stage based on quality improvement.Every stage of policy change is influenced by policy orientation learning,social and economic development and public opinions.In the future,the three Advocacy Coalition should take “expanding multiple learning opportunities” as the common deep belief,eliminate the dispute between fairness and efficiency,explore the policy implementation mechanism based on full cooperation among alliances,promote the resource agglomeration effect within the school alliance,and further strengthen the financing system based on government alliance.
