摘　　要：社会力量参与能够有效促进反恐刑事政策体系优化,保持科学性、有效性,具有独特的价值和功能。目前社会参与存在的主要问题有:渠道途径不畅,内在动力不强,组织程度不高。国家应当引导社会力量有序参与反恐,助推社会组织的成长,摆脱集体行动困境;社会组织要实现自主性、内涵式发展;社会公众要通过集体性动机的激活、现代化手段的运用,在自我教育路径下实现向积极公民的转化。The participation of social forces has unique values and functions as it can effectively promote the optimization of anti-terrorism criminal policy system and keep it scientific and effective.At present,the main problems of social participation are as follows:the lack of participation channels,weak internal motivation and inadequate institutional framework.The state should guide social forces to participate in anti-terrorism in an orderly manner,boost the growth of social organizations and get rid of the dilemma of collective action.Social organizations should realize autonomous and connotative development.The public should transform themselves into active citizens through the activation of collective motivation,the application of modern means and self-education.
