摘  要:新加坡的职业教育与培训是促进新加坡经济社会发展的关键因素之一。在不同历史时期,新加坡职业教育与培训以不同的制度安排回应国家建设和产业发展的需求。同时,新加坡职业教育与培训坚持以技能人才培养为核心,制定战略规划,设立职业教育与培训的实施机构,推出覆盖全体国民的职业指导计划,形成了以需求促发展布局职业教育战略规划、以“技能创前程计划”建立国民技能更新长效机制、以多方合力促进职业教育发展、畅通渠道建立职业资格证书衔接制度等典型特征。Technical and Vocational Education and Training(TVET) in Singapore is one of the key factors in promoting Singapore’s economic and social development. In different historical periods, Singapore’s TVET has responded to the needs of national construction and industrial development with different institutional arrangements. Meanwhile, Singapore’s TVET adheres to the cultivation of skilled talents as the core, formulates strategic planning, establishes the implementation institutions of TVET, and launches the vocational guidance plan covering all citizens. Then TVET has formed typical characteristics such as the layout of vocational education strategic planning based on the demand to promote development, the establishment of long-term mechanism of national skills renewal based on “Plan of Creating Prospect by Skills”, the promotion of vocational education development by multi-party cooperation, and the establishment of vocational qualification certificate convergence system through unimpededed channels.
