摘 要:“双减”政策的落实是关涉到学校、教师、家长和社会等各个层面的系统教育问题,而校内课后服务是学校切实贯彻“双减”的一项重要工作。调查发现,县域城区小学在校内课后服务工作中存在忽视政府主导作用、教师被动参与课后服务、个性化课程师资紧缺、满意度存在显著差异等困境。其原因表现在利益各方服务目的差异大、教师工作量和时长剧增、课程内容不符合期待、经费保障机制不健全、缺乏有效培训与监管。为此,政府、学校、社会、家长等各方力量需明确服务宗旨,突出课后服务育人导向;建立协同服务机制,合理界定责任边界;细化课后服务政策法规,促使课后服务规范化制度化;引入优质师资力量,丰富课后服务课程资源;构建课后服务评估体系,完善课后服务管理,从而扎实推进县域城区小学课后服务发展,切实落实“双减”工作。The implementation of the“double reduction”policy is a systematic educational issue involving schools,teachers,parents,and society,and after-school service is an important task for schools to effectively implement the“double reduction”policy.In the survey,there were many difficulties in the urban county primary school after-school service,including the neglected domination of the government,the passive participation of the teacher,the lack of characterized course teacher and the difference in satisfaction,etc.The reasons include the difference in the purpose of after-school service,and the increased workload and working hours for the teacher,the unexpected teaching contents,the lack of financial and fundamental guarantee mechanism,and the lack of effective training and supervision.Therefore the government,schools,society,parents and other forces need to clarify the service purpose,highlight the education orientation of after-school service,establish cooperative service mechanism,reasonably define the boundary of responsibility,refine after-school service policies and regulations to promote the standardization and institutionalization of after-school service,introduce high-quality teachers to enrich after-school service curriculum resources,build the after-school service evaluation system and improve the after-school service management,so as to promote the after-school service development of primary schools in urban county areas solidly and implement the“double reduction”practically.
