摘  要:对职业教育体制政策选择偏好进行研究有助于完善职业教育体制政策体系,推动政策实践运作。依照施耐德和英格拉姆的政策工具分析框架,对改革开放以来54份职业教育体制政策进行计量与内容分析。研究发现,职业教育体制政策工具存在权威工具使用泛滥化、激励工具使用低频化、能力建设工具使用失衡化、学习工具使用片面化等问题。新时代职业教育体制政策工具的时代转向应从多种工具协同合作增强权威工具执行效果、双管齐下充分发挥激励工具的双重效果、均衡使用增加能力建设工具作用、综合运用学习工具以发挥多重功能等方面着手,不断优化职业教育体制政策工具选择。The research on the preference of vocational education system policy choice will help to improve the vocational education system policy and promote the policy practice. According to the policy tool analysis framework of Schneider and Ingram, this paper measures and analyzes the contents of 54 policy tools for the vocational education system policy since the reform and opening up. It is found that there are some problems in the choice of policy tools for the vocational education system policy, such as the excessive use of authority tools, the low frequency use of incentive tools, the unbalanced use of capacity building tools and the one-sided use of learning tools. Therefore, the turn of the vocational education system policy in the new era should be started from the following aspects: to enhance the effectiveness of authoritative tool execution by using multiple tools together, to give full play to the dual effect of incentive tools by working along both lines, to highlight the function of capacity-building tools through the balanced use of different tools, and to improve the efficiency of learning tools through a combination of tools, so as to optimize the choice of policy tools for vocational education system.
