改进建筑业劳务派遣人员“三级安全教育”模式探讨

摘　　要：工贸行业的三级安全教育培训制度早已有之,这几年,国家不断出台新的法律法规,进行优化和细化;建筑行业是一个特殊性行业,虽然不在国家应急管理部颁布的高危行业名单中,但却不同于普通的工贸行业,这个行业大量使用的劳务派遣人员给企业安全管理带来考验。本文结合法律法规、工作体会对优化、改进劳务派遣人员的三级安全教育模式提出建议,为政府安全监管部门、施工企业提供参考。the three-level safety education and training system in the industry and trade industry has long existed.In recent years,the state has continuously issued new laws and regulations to optimize and refine;The construction industry is a special industry.It does not belong to the list of eight dangerous industries issued by the State Emergency Management Bureau,but it is different from ordinary industrial and trade enterprises.In particular,the labor dispatch workers widely used in this industry bring a test to the safety management of enterprises.Combined with laws,regulations and work experience,this paper provides suggestions on optimizing and improving the three-level safety education mode of labor dispatch personnel,and provides reference for government safety supervision departments,construction enterprises.
