基本公共教育服务均等化的地区差异及时空收敛性

摘　　要：文章通过构建基本公共教育服务均等化评价指标体系,综合测度2006—2019年我国31个省份的基本公共教育服务均等化水平,并采用Dagum基尼系数和空间收敛模型对我国基本公共教育服务均等化的地区差异、收敛趋势及影响因素进行分析。研究发现,我国基本公共教育服务均等化水平显著上升,空间分布呈现“东—西—中”的梯度递减格局;基本公共教育服务均等化总体差异呈现缩小态势,地区间差异是总体差异的主要来源;全国及各地区基本公共教育服务均等化水平均不存在明显的σ收敛、绝对β收敛以及条件β收敛趋势,地区间的绝对差异仍在不断扩大;地区经济发展水平对东部地区基本公共教育服务均等化水平的提升产生显著的抑制作用,地方政府教育财政努力程度显著提高了西部地区的基本公共教育服务均等化水平,中央财政转移支付未能有效推动地区间基本公共教育服务均等化。Based on the construction of an evaluation index system for the equalization of basic public education services,this paper comprehensively measures the equalization level of basic public education services in 31 provinces of China from 2006to 2019,and then uses Dagum Gini coefficient and spatial convergence model to analyze the regional differences,convergence trend and influencing factors of the equalization of basic public education services in China.The findings of the research go as below:The equalization level of the basic public education services in China has significantly increased and the spatial distribution is decreasing with the gradient of“east—west—central”.The overall difference in the equalization of basic public education services is decreasing,and the regional difference is the main source of the overall difference.There is no obvious trend ofσconvergence,absoluteβconvergence and conditionalβconvergence in the equalization level of basic public education services throughout the country;the absolute difference between regions is still expanding.The level of regional economic development has a significant inhibitory effect on the improvement of the equalization level of basic public education services in the eastern region;the educational financial efforts of local governments have significantly improved the level of equalization of basic public education services in western China,while the central financial transfer payment fails to effectively promote the equalization of basic public education services among regions.
