摘  要:新时代来华留学生教育已从“规模扩张”转向“提质增效”,来华留学生教育“提质增效”的基本价值意涵是提升教育质量、增强办学效益。通过研究发现,目前来华留学生教育“提质增效”存在诸多不足,如来华留学生教育管理体制机制不完善、来华留学生层次结构不平衡、来华留学生就读专业结构不合理和来华留学生教育管理统筹和治理效能不足等问题。本研究以问题为导向,提出构建来华留学生教育质量保障体系、来华留学生教育质量监测体系和中国特色世界一流的教育管理服务体系等有效措施,以打造来华留学国际教育品牌,为推进人类命运共同体建设贡献中国力量。The education of international students has changed from “scale expansion” to “quality improvement” in response to the new era.The fundamental value of “quality improvement” is increasing school education’s quality and efficiency.However, many deficiencies in “quality improvement” have been found by research for the students, like the imperfect management system and mechanism the students, the unbalanced hierarchical structure for the students, the unreasonable structure of the students’ attended majors, and the deficiency of management coordination and governance efficiency for education.This study is problem-oriented and puts forward effective measures such as constructing an education quality assurance system for international students in China, an education quality monitoring system for international students in China, and a world-class education management service system with Chinese characteristics, in order to create an international educational brand for study in China and to contribute China’s strength in promoting a community of a shared future for mankind.
