Need Differentiation and Resistance Transmission of Policy Implementation:A Grounded Theory Analysis of the Resistance to the Implementation of Education Burden Reduction Policy

摘  要:政策执行的研究尽管繁多,但是在“关键影响因素、阻力的源头、阻力的传递机制”等基础性问题的研究上缺乏具有整合力的分析框架。本文基于需求溢出理论,借鉴扎根理论的方法论,通过对与“教育减负”相关的重要政策文本和2018年以来的重要媒体报道做内容分析,理解四类关键行动者的“需求”和“行为”。研究发现,关键行动者的需求处于分化的状态,政策在满足部分需求的同时,抑制了其他需求,导致这些需求持续地向公共领域溢出,形成了政策阻力。本文提出的“政策执行阻力的动力传递链”分析框架具有一定的整合性和延展性,可作为公共政策执行问题研究的基础性分析框架。Although there are numerous studies on policy implementation,there is a lack of an integrated framework for fundamental issues such as key influencing factors,sources of resistance,and transmission mechanisms of resistance.Based on the demand spillover theory,this article uses grounded theory to understand the needs and behaviors of four types of key actors through content analysis of significant policies and the media reports since 2018.The article finds that the needs of key actors are different.The policies respond to some needs while suppressing others,resulting in a continuous spillover of needs into the public space and creating policy resistance.This article proposes an integrated and extensible framework,the power transmission chain of resistance to policy implementation,which can be used as a basic analytical framework for the research of public policy implementation.
