摘 要:面向2035进行技能型社会建设,应当明晰其内涵实质,洞察其现实逻辑,探寻其运行机制,实施系统科学的行动路径。技能型社会的内涵实质主要体现为三点:技能型社会是我国职业教育发展的新理念,是社会发展的新形态,更是契合社会主义核心价值观的价值取向。从现实逻辑来看,技能型社会建设在宏观、中观和微观层面分别服务于国家发展战略、助推产业升级和促进人的全面发展。为推进技能型社会建设,应该着力打造高质量技能教育与培训系统,构建全方位技能型人才保障系统,营造崇尚技能的文化环境与社会氛围,实现技能型社会运行机制的良好运转。Facing 2035, to build a skill-based society, we should clarify its connotation, gain insight into its realistic logic, explore its operating mechanism and implement the action paths of scientific system. The connotation of skill-based society is mainly embodied in three aspects. Skill-based society is a new concept of vocational education development, a new social form, and a value orientation consistent with socialist core values. From the realistic logic, the skill-based society can serve the national development strategy, promote the industrial upgrading and promote the all-round development of people at the macro, meso and micro levels respectively. In order to promote the construction of skill-based society, efforts should be made to build a high-quality skills education and training system, build an all-round guarantee system for skilled talents, and create a cultural environment and social atmosphere advocating skills, so as to maintain a good operational mechanism of it.
