摘 要:面对新时代社会主要矛盾的变化及教育发展目标任务的转型,我国出台了《深化新时代教育评价改革总体方案》,开启了教育评价改革新征程。运用政策文本分析方法对《总体方案》进行研究,旨在深入循证其价值意蕴的基础上着力寻找政策执行的阻力与困境,为教育评价改革发展服务。发现:《总体方案》执行效果不理想的主要原因在于新教育评价政策与已有教育评价机制不相容,传统量化评价观念深入人心、基于行政管理的部门化评价大规模存在、以高考为核心的升学评价体系并未打破、传统教育评价的社会支持机制还在存续。为此,提出通过加强宣传教育、改进政府管理方式、引入市场评价机制、重塑社会支持系统等举措来推动新教育评价政策发展。Facing the changes of main social contradictions in the new era and the transformation of educational development goals and tasks,China has issued the“Overall Plan for Deepening the Reform of Educational Evaluation in the New Era”(hereinafter referred to as the“Overall Plan”)with high-standard policy standards,which has opened a new way for educational evaluation reform in China.The research uses the method of policy text analysis to study the“Overall Plan”,aiming to find the resistance and dilemma of policy implementation on the basis of in-depth evidence-based value implication,and to serve the reform and development of the new education evaluation policy.The study found that main reasons for the unsatisfactory implementation effect of the“Overall Plan”are the incompatibility between the new educational evaluation policy and the existing educational evaluation operation mechanism,the traditional quantitative evaluation concept is deeply rooted in the hearts of the people,the large-scale existence of departmental evaluation based on administrative management,the evaluation system for further education centered on the college entrance examination has not been changed,and the social support mechanism of traditional education evaluation still exists.Therefore,the study proposes such methods as strengthening publicity and education,reshaping government management methods,introducing market evaluation mechanisms,and building social ecosystems to promote the development of new education evaluation policies.
