摘 要:自现代大学诞生以来,校院二级管理即是一个现实而永恒的课题。自高等教育进入大众化、普及化阶段,高职院校随着办学规模的扩大、办学边界的拓展和高质量发展的需要,校院二级管理更是一个现实而紧迫的课题。以S学院为例,通过文献综述、现状调研和实践探索,探索建立了“组织保障+目标考核+制度赋权+质量监督”的校院二级管理模式,在组织与职责、目标与考核、制度研制与赋权、质量保障等方面,通过制度界定校院二级权力,以期理清人权、事权和财权,以服务促发展,推进二级学院和学校高质量发展。Since the birth of modern universities, two-level management of universities and colleges is actually a realistic and envious subject. Since higher education entered the stage of popularization, with the expansion of school scale and expansion of the boundary of running a school and the need for high-quality development,two-level management in higher vocational colleges has been a realistic and urgent subject. Taking S college as an example, through literature review, investigation of present situation and practical exploration, this paper explores and establishes a two-level management mode of “organization guarantee + target assessment + system empowerment + quality supervision”. In terms of organization and responsibilities, objectives and assessment,system development and empowerment, and quality assurance, we should clarify human rights, affairs and financial rights, and promote development by serving so as to promote the high-quality development of college and school under the way of defining two-level rights of college and school through the system.
