论“德法兼修”理念下公安院校法律职业伦理课程建设

摘　　要：德法兼修理念强调以德为先、德才兼备,为公安院校培养卓越公安人才提供了方向指引。法律职业伦理与道德的定位模糊、法学专业与公安类专业职业伦理教育割裂发展、公安行政执法伦理与刑事司法伦理割裂发展是当前公安院校法律职业伦理教育遭遇的困境。借鉴美国警察伦理双轨制培养模式和英国警察伦理“以学员为中心”培养模式,德法兼修理念下我国公安院校法律职业伦理课程建设应坚持公安类专业与法学专业职业伦理教育、法律职业伦理教育与思政教育、在校教育与在职教育等同频共振,实现全方位铸魂育人。The concept of promoting both moral education and law emphasizes the significance of moral education and the necessity of integrating moral education into specialty education,which provides the directional guidance for colleges and universities of public security.It has become a dilemma for the moral education and professional ethics education in colleges and universities of public security that the fuzzy positioning of professional ethics in law and the moral education,the separate development of professional ethics in public security majors and the development of the science of law,and the separated development of the professional ethics in the public security administrative enforcement of law and the counterpart in criminal justice.Drawing lessons from the dual-track training model of police ethics in the United States and the“student-centered”training model in police ethics in the United Kingdom,the author of this article puts forward that in order to achieve a full range of soul-building and qualified education,the colleges and universities of public universities should be guided by the ideology of promoting both moral education and law,and the construction of the professional ethics course should insist on the collaboration and coordination between the professional ethics of public security and that of law,the education of the professional ethics of law and ideological and political education,and the on-campus education and vocational education.
