Promoting High-Quality Development of the Colleges and Universities of Political Science and Law in Western Region Based on the Opportunities and Challenges in the New Stage

摘　　要：“十四五”时期,高等教育进入普及化发展阶段,高等教育发展从规模扩张到内涵发展的新阶段,促进高质量发展成为高校改革发展的必然选择。西部政法院校应正视面临的机遇和挑战,把习近平法治思想作为法治人才培养的根本指导思想和行动指南,对标立德树人,着力提高人才培养能力和质量;对标学科贡献,着力构建“一流”学科体系;对标国家战略,着力提升服务经济社会发展水平;对标文化自信,着力深化学校法治文化内涵建设;对标国际影响,着力拓展对外交流合作和开放办学新局面;对标大学治理,保障高质量发展。准确定位服务面向,坚持特色办学,培养“德法兼修”的高素质法治人才。During the“14th Five-Year Plan”period,higher education has entered the stage of popularization development,and the development of higher education has expanded from scale to a new stage of connotation development.Promoting high-quality development has become an inevitable choice for the reform and development of colleges and universities.The colleges and universities of political science and law in western region should face up to the opportunities and challenges.The colleges and universities should take Xi Jinping Thought on the Rule of Law as the fundamental guiding ideology and action guide for the cultivation of the rule-of-law talent,and take the education policy of fostering virtue through education as the standard to strive to improve the ability and quality in talent cultivation;the colleges and universities should also take disciplinary contributions as the reference to establish the“top-class”disciplinary system and take the national strategies as the principle to optimize the capabilities to serve economic and social development;the colleges and universities should take culture confidence as the policy to deepen the connotative construction of the rule-of-law culture on campus;they should also consider the international influence to expand the new horizons for international cooperation and exchange and open education;they should also take university governance as the standard to guarantee the high-quality development.With those measures,colleges and universities of political science and law in western region can precisely position their service orientation and cultivate high-quality rule-of-law talent with both virtue and law specialties with insisting their own special characteristics in school running.
