“一带一路”视阈下高职院校境外办学的影响因素及推进策略  

Influencing Factors and Promotion Strategies of Higher Vocational Colleges’Running School Abroad from the Perspective of“Belt and Road Initiative”

摘　　要：境外办学是教育对外开放的重要组成部分,是教育“走出去”的重要方式,是服务国家“一带一路”建设、促进中国企业国际产能合作以及推动职业教育国际交流发展的具体体现。分析影响高职院校境外办学的国内因素包括国家政策支持度、职业院校参与度、承办方基础条件;项目落地国因素包括政治风险分析、产业经济需求、人文教育基础。在此基础上探寻保障境外办学有序高效推进的策略:响应国家政策,明确发展规划;加强师资建设,做好制度保障;加大资源统筹,保障优质输出;加强质量监管,扩大国际影响。Running schools abroad is an important part of the opening up of education,an important way of"going out",and a concrete embodiment of serving the national"Belt and Road Initiative"construction,and promoting the international production capacity cooperation of Chinese enterprises,and the international exchange and development of vocational education.The paper analyzes the domestic factors that affect school-running abroad of higher vocational colleges,including the support of national policies,the participation of vocational colleges,and the basic conditions of the organizer;and factors of the country where the project is located,including political risk analysis,industrial and economic needs,and humanistic education foundation.On this basis,it explores strategies to ensure the orderly and efficient promotion of school-running abroad,responding to national policies and clarifying development plans,strengthening the construction of teaching team and ensuring the system,increasing the overall planning of resources to ensure high-quality output and intensifying quality supervision as well as expanding international influence.
