摘 要:目的:构建紧急医学救援队人力资源管理能力成熟度评价模型,为评估紧急医学救援队人力资源管理能力成熟度等级提供工具。方法:采用扎根理论方法,经过开放式编码、主轴编码和选择性编码分析构建紧急医学救援队人力资源管理能力成熟度评价模型,使用层次分析法确定指标权重。结果:构建了包含人力资源吸纳能力、人力资源规划能力等5个一级指标,以及人力资源获取能力、人力资源甄选能力等16个二级指标的紧急医学救援队人力资源管理能力成熟度评价模型。一级指标中5个一级指标权重系数基本均衡;二级指标中,“人力资源战略规划能力”的权重系数最高(0.1012),“岗位评价能力”权重系数(0.0341)最低。结论:构建的紧急医学救援队人力资源管理能力成熟度评价模型为紧急医学救援队确定当前队伍人力资源管理能力成熟度等级提供了有效工具,促进队伍在发展的各个阶段充分运用人力资源能力成熟度模型确定紧急医学救援队人力资源管理过程中的优势和劣势以进一步明确工作方向,科学合理有效地提升队伍人力资源管理能力。Objective:To construct an evaluation model of human resource management capability maturity of emergency medical rescue team,and to provide a tool for evaluating the level of human resource management capability maturity of emergency medical rescue team.Methods:The human resource management capability maturity evaluation model of emergency medical rescue team was constructed through open coding,spindle coding and selective coding analysis using the method of grounded theory,and the index weight was determined using the analytic hierarchy process.Results:The human resource management capability maturity evaluation model of emergency medical rescue team was constructed,which included 5 first-level and16 second-level indicators.Among the first-level indicators,the weight coefficients of five first-level indicators are basically balanced.Among the secondary indicators,the weight coefficient of"human resource strategic planning ability"is the highest(0.1012),and that of"job evaluation ability"is the lowest(0.0341).Conclusion:The evaluation model of human resource management capability maturity of emergency medical rescue teams provides an effective tool for determining the current level of human resource management capability maturity of emergency medical rescue teams.Promote the team to make full use of People Capability Maturity Model in each stage of development to determine the strengths and weaknesses of the emergency medical rescue team in the process of human resource management,so as to further clarify the direction of work and improve the team's human resource management ability scientifically,reasonably and effectively.
