摘　　要：在市场与制度双重激励机制下,财政科技补贴对科技制造企业研发投入的激励效果研究需考虑决策层及其网络的核心作用。从企业高管层(TMT)决策视角,结合制度理论、高阶梯队理论和网络理论,探索财政科技补贴、TMT的不同类型网络与企业研发投入的关系。以220家中小板科技制造企业2015—2019年的数据检验表明:财政科技补贴显著促进科技制造企业的研发投入,但会出现激励效应递减现象;TMT的市场网络显著正向调节财政科技补贴与企业研发投入的正向关系,技术网络和制度网络则具有不显著的正向调节作用;市场网络可以强化技术网络和制度网络与研发投入的正向关系,反映了TMT研发投入决策的市场主导逻辑。Research on the incentive result of fiscal technology subsidy on the R&D investment of the science & technology enterprise must pay attention to the influence of TMT and their networks. From the strategy perspective, combined with institution theory, upper echelon theory and networks theory, explores the relations of the fiscal technology subsidy, TMT’s different types of networks and the technological enterprise’s R&D investment, and tests with the data of 2015—2019 about 220 small and medium-sized board technology manufacturing enterprises. The results show that fiscal technology subsidy significantly promotes the R&D investment of science & technology manufacturing enterprises, but it will be decrease with increasing input.TMT’s market network has significantly positive regulatory effect, and the technology network and institution network respectively regulate the relations between the fiscal subsidy and R&D investment positively.Market network can enhance the effect of technology and institution network on R&D, reflecting the market leading logic of enterprise R&D investment decision-making.
