摘 要:公立医院绩效改革不仅关系到深化卫生体制改革的成效,也关系到医疗服务质量和管理水平,更是和医务人员的切身利益息息相关。文章分析了在国家全面开展公立医院绩效考核和医疗体制改革背景下,建立科学客观合理有效的绩效评价体系的必要性,通过将临床多学科会诊理念(multi-disciplinary treatment,MDT)引入按疾病诊断相关分组(diagnosis related groups,DRG)医疗服务绩效评价体系,重点将MDT理念运用到绩效评价体系中的DRG分组、首页质控、绩效考核等关键环节中,突出信息化支撑作用,构建一套完整的DRG医疗服务绩效评价体系并通过实践取得一定成效,为相关政策设计者提供借鉴。The performance reform of public hospitals is not only related to the effect of deepening the reform of the health system,but also related to the quality and management of medical services,and is closely related to the vital interests of medical staff.This paper analyzes the necessity of establishing a scientific,objective,reasonable and effective performance evaluation system under the background of the country’s comprehensive implementation of public hospital performance evaluation and medical system reform.The concept is applied to key links such as DRG grouping,homepage quality control,and performance appraisal in the performance evaluation system,highlighting the supporting role of informatization,building a complete DRG medical service performance evaluation system and achieving certain results through practice,providing reference for relevant policy designers.
