摘 要:学科评估对高校建设和发展发挥着重要的“指挥棒”作用。特别是在新时代教育评价引领下,对于高校教师评价提出了新的要求。在新时代教育评价改革引领和学科评估指标的价值导向下,提出在师德师风一票否决的基础上,构建教学工作量、科研工作量、学术水平和成果工作量、学科专业建设工作量4项一级指标以及17项二级指标的高校教师评价指标框架。再经过两轮专家意见咨询,采用层次分析法确定各项指标的权重系数。建构系统且合理的评价指标体系,对于破除“五唯”等顽瘴痼疾,加快推进教育现代化、建设教育强国、办好人民满意的教育具有重要意义。Discipline evaluation plays an important role in the construction and development of universities, and puts forward new requirements for the evaluation of university teachers especially under the guidance of the educational evaluation in the new era. Under the value orientation of the discipline evaluation indexes led by the reform of the educational evaluation in the new era, an evaluation index framework of university teachers, which is constituted by 4 first-level indexes including the workloads of teaching, scientific research, academic achievements and discipline construction, and 17second-level indexes, is proposed based on the veto power over the ethics of teachers. After two rounds of consultations with experts, the weight of each index is determined by using analytic hierarchy process. The systematic and reasonable evaluation index system proposed in this paper is of great significance for addressing the deep-rooted problems including the “five-only”, accelerating the modernization of education, building the education power, and providing the satisfactory education.
