摘 要:目前,高校“双一流”建设进入新阶段,高等教育从大众化逐渐转向高质量普及,从规模化扩张到内涵式发展。高等教育需要从更加全面、多元、系统的角度优化质量管理。一方面,要明确“道”的培育是新时期高等教育质量观是强化质量管理的关键,应注重“道”的发展性、综合性、人文性,大力培树着眼时代变化的发展质量观、着眼系统客观的全面质量观、着眼核心素养的人本质量观。另一方面,要明确“术”的创新是以“双一流”建设为契机开展高质量管理的实践路向。要围绕知识供给开展全链条质量管理,围绕人才培养开展全周期质量管理,围绕学科课程开展全学科质量管理,围绕高校治理开展全要素质量管理,真正找到高等教育质量提升的现实途径,为高等教育的培养模式、学科布局、特色品牌提供质量管控方案。At present,the “double first-class”construction of universities has entered a new stage. Higher education has gradually shifted from mass popularization to high-quality popularization,from large-scale expansion to connotative development. Higher education needs to optimize quality management from a more comprehensive,diversified and systematic perspective. On the one hand,we should make it clear that the cultivation of “Tao”is the key to strengthen the quality management of higher education in the new era,so we should pay attention to the development,comprehensiveness and humanism of Tao,and vigorously cultivate the development quality view that focuses on the changes of the times,the comprehensive quality view that focuses on the system and objectivity,and the humanistic quality view that focuses on the core quality. On the other hand,it should be made clear that the innovation of“Shu”is the practice direction of carrying out high-quality management by taking the“double first-class”construction as an opportunity. We should carry out full chain quality management around knowledge supply,full cycle quality management around talent training,full discipline quality management around discipline courses,and full factor quality management around university governance so as to truly find practical ways to improve the quality of higher education and provide quality control solutions for the training mode,discipline layout,and characteristic brands of higher education.
