职业资格证书能够提升劳动力就业质量吗?

摘　　要：利用2016年中国劳动力动态调查数据,采用OLS回归和异方差工具变量法分析了职业资格证书对劳动力就业质量的影响。研究发现:(1)职业资格证书对劳动力就业质量有显著正影响;(2)从证书类型看,持有与工作相匹配的职业资格证书能够更好地提升劳动力就业质量,管理、咨询、商务、市场营销类证书对劳动力就业质量的正影响最强,但有些类别证书对就业质量的影响并不显著;(3)从劳动力特征看,职业资格证书对低学历、体制外、西部地区劳动力就业质量影响更大。因此,政府一方面要加大对弱势群体和贫困地区的劳动力职业技能培训,提高获取职业资格证书的机会;另一方面要加强职业院校产教融合教育模式建设,引导学生获得与工作相匹配的职业资格证书。Based on the data of China's labor force dynamic survey in 2016,this paper uses OLS regression and heteroscedasticity instrumental variable method to analyze the impact of vocational qualification certificates on labor force employment quality.Research findings include:(1)Vocational qualification certificate has a significant and positive effect on the employment quality of labor force;(2)From the perspective of certificate types,holding career-matching professional qualification certificates can better improve the employment quality of the labor force.Certificates of management,consulting,business and marketing have the strongest positive impact on the employment quality of the labor force,while some types of certificates have less significant impact;(3)From the perspective of labor force characteristics,vocational qualification certificates have a greater impact on the employment quality of labor force with poor education background,outside the system and from western China.Therefore,on the one hand,the government should increase the vocational skills training for the labor force of vulnerable groups and poor areas to improve their chances of obtaining vocational qualification certificates;on the other hand,it should strengthen the construction of the integrated education mode of industry and education in vocational colleges and guide students to obtain career-matching vocational qualification certificates.
