摘　　要：运用国家高新区政策机制的“D-A-T-P”理论分析模型,分析政策机制演进的逻辑和规律。研究表明,国家高新区政策机制演进呈现规律性特征:需求触发机制从国家战略向个体创新需求转变;目标导向机制从点上改革突破向面上辐射带动转变;工具实现机制从单型工具向多型工具转变;绩效跟踪机制从经济单一向度向高质量综合向度转变。结合国家高新区政策机制演进经验,从促进政策供求匹配、形成政策目标共识、优化政策工具结构、畅通政策绩效链路4个方面提出对策建议。The development and change history of national high-tech zones is also a history of policy mechanism evolution.This paper will analyze the logic and law of the evolution of the policy mechanism through the"D-AT-P"theoretical analysis model of the policy mechanism of the national high-tech zone.The research shows that the evolution of policy mechanism of national high-tech zones presents regular characteristics as follows:The demand triggers mechanism changes from national strategy to individual innovation demand;The goal oriented mechanism changes from point reform breakthrough to surface radiation drive;Tool implementation mechanism changes from single tool to multi tool;The performance evaluation mechanism has changed from economic single dimension to high-quality comprehensive dimension.Combined with the evolution experience of the policy mechanism of national high-tech zones,this paper puts forward countermeasures and suggestions from four aspects:promoting the matching of policy supply and demand,forming a consensus on policy objectives,optimizing the structure of policy tools and unblocking the link of policy performance.
