摘 要:省级教育行政机构是中国教育行政体系的重要一环。民国时期,省级教育行政机构历经七次大的改革。这一历程反映了环境变化与问题需求驱动的动因逻辑,政治目标与教育目标交错的目标逻辑,断裂变迁与路径依赖嵌套的策略逻辑。改革历程呈现探寻独立、日趋专业、渐趋规范、管办评一体等显著特征。从历史上看,这一机构改革对民国地方教育、中国共产党领导下边区教育均有一定影响。展望未来,应以史为镜:强化省级教育统筹,引领省域教育发展;加强行政组织建设,提升教育行政效率;加强行政能力建设,提升教育治理水平;理性看待既有角色,逐步促进管办评分离;加强省级教育督导,完善问责奖惩机制。Provincial educational administrative institutions are an important part of China’s educational administrative system. During the period of the Republic of China, provincial educational administrative institutions have undergone seven major reforms. The course reflects the logic of motivation driven by environmental changes and problematic needs, the logic of goal interlaced political goals and educational goals, and the logic of strategy nested with fractured transition and path dependence. The course of reform has shown remarkable characteristics, such as seeking independence, increasing professionalism, becoming standardization, and integration of management, administration and evaluation. Historically, the institutional reforms had a certain impact on the local education in the Republic of China and the education in various border areas under the leadership of the Communist Party of China. Looking forward to the future, history should be used as a mirror: strengthen the provincial education coordination to lead the development of provincial education;strengthen the administrative organization construction to enhance the efficiency of education administration;strengthen the administrative capacity building to enhance the level of education governance;rationally treat the established roles to gradually promote the separation of management, administration and evaluation;strengthen the provincial education supervision and improve the accountability reward and punishment mechanism.
