摘 要:随着数字经济的快速发展,数字化人才培养和教育数字化转型已成为世界范围内教育发展的一项重要议题,受到广泛关注。要深化教育领域综合改革,推进教育数字化,加快建设教育强国,有必要比较借鉴主要发达国家和经济体的有益做法与经验。本研究聚焦欧盟教育数字化转型的主要政策,系统梳理近二十余年来欧盟教育数字化发展相关政策文件和演进轨迹,尝试发掘不同发展阶段的政策重心;在此基础上描述欧盟教育数字化转型的主要目标,归纳总结欧盟教育数字化转型在顶层设计、标准建设、人才培养和生态构建四个方面的关键举措,以期为我国推进教育数字化提供借鉴。In recent years,with the rapid development of digital economy,the cultivation of digital talents and the digital transformation of education have become an important issue in the development of education all over the world.The report of the 20th CPC National Congress points out that comprehensive reform in the education sector should be deepened,education digitalization should be promoted,and education should be built into a powerful country.In this process,it is necessary to draw on the good practices and experience of major developed countries and economies.This paper focuses on the main policies of the digital transformation of education in the European Union,systematically reviews the relevant policy documents and the evolution track of the development and transformation of the digital education in the European Union member countries in the past two decades,and tries to explore the policy focus of different development stages.On this basis,it describes the main objectives of the digital transformation of education in the European Union,and summarizes the four key measures of the European Union in the aspects of top-level design,standard construction,personnel training and ecological construction,so as to form a useful inspiration for promoting the development of digital education in China.
