摘 要:中小学教育质量评价改革是教育评价改革的关键。如何进行中小学教育质量评价改革,需要回答好“评什么”“怎么评”“谁来评”“评的结果怎么用”四个重点问题。围绕学校环境、校长治校、教师育人、课堂教学、学生发展等学校教育质量的主要因素,文章构建了中小学教育质量评价指标体系,系统回答了“评什么”的问题;提出过程评价、结果评价、增值评价、自主评价与综合评价基本方法,回答“怎么评”的问题;从队伍组成、培养、管理三个方面建设中小学教育质量评价队伍,回答“谁来评”的问题;倡导将中小学教育质量评价用在社会共识上、用在管理激励上、用在学校发展上,回答“评的结果怎么用”的问题。The reform of elementary and secondary education quality evaluation is the key to the reform of education evaluation.How to carry out the reform of elementary and secondary school education quality evaluation?We need to answer four key issues as“what to be evaluated?how to evaluate?who to evaluate?and how to use the evaluation results?”.Based on the key elements of school education quality,such as school environment,governance of school principal,teachers’education activities,classroom teaching and student development,the article constructs an index system for evaluating the quality of primary and secondary school education,which systematically solves the issue of“what to be evaluated”;proposes the basic methods of process evaluation,outcome evaluation,value-added evaluation,independent evaluation and comprehensive evaluation,which solves the issue of“how to evaluate”;constructs the evaluation team of elementary and secondary school education quality from three aspects of its composition,training and management,which solves the issue of“who to evaluate”;advocates the use of primary and secondary school education quality evaluation in social consensus,management incentive and school development,which solves the issue of“how to use the evaluation results”.
