摘 要:人才战略是卫生医疗事业单位发展的第一战略,以绩效薪酬为抓手,来提高人员的薪酬满意度对实现其组织目标至关重要,因而,绩效薪酬体系改革也成为组织变革中的重要组成部分。本研究综合运用政策梳理、案例分析和实证研究的方法进行研究,调研了相关卫生医疗单位,对绩效薪酬的实施背景、配套政策制度进行梳理,总结了现行绩效薪酬的水平和结构,并对存在的问题进行深入研究,进而提出相应改革策略。目前卫生事业单位实施绩效薪酬体系缺少配套政策支持,绩效薪酬核定和内部分配不科学。新阶段,应尽快研究完善适应我国国情的、科学的卫生事业单位绩效薪酬体系,规范创收管理,搞活内部分配,增强组织活力,对提高员工工作满意度和创新能力具有重要的战略意义和实践指导意义。Talent strategy is the first strategy for the development of health care institutions,and pay for performance as a grip to improve the pay satisfaction of personnel is essential to achieve their organizational goals,and thus pay for performance system reform has become an important component of organizational change.This study uses a combination of policy combing,case study and empirical research methods to investigate relevant health care units,sort out the background of pay for performance implementation,supporting policies and systems,summarize the current level and structure of pay for performance,and conduct an in-depth study of the existing problems,and then propose corresponding reform strategies.At present,the implementation of pay for performance system in health institutions lacks supporting policy support,and the approval and internal distribution of pay for performance are not scientific.In the new stage,we should study and improve the scientific performance pay system in health institutions as soon as possible to adapt to China's national conditions,regulate the management of income generation,revitalize internal distribution,and enhance organizational vitality,which has important strategic significance and practical guidance to improve employees'job satisfaction and innovative power.
