高校一体推进“三不腐”机制建设路径探析

摘　　要：一体推进“不敢腐、不能腐、不想腐”(以下简称“三不腐”)机制建设是加强高校党风廉政建设和反腐败工作的重要举措。深化高校全面从严治党,要充分认识“三不腐”机制的内在逻辑关系、重要意义和高校“三不腐”机制建设的现状与存在的问题。在此基础上,着力在路径建设上发力,构建“不敢腐”的惩治和震慑机制、“不能腐”的制约和监督机制、“不想腐”的教育和自律机制,不断提升高校党风廉政建设和反腐败工作的整体质量和效能。It is an important measure to promote the mechanism construction of “do not dare, being not able, and having no desire to be corrupt”(hereinafter referred to as “three non-corruptions”) for strengthening efforts to improve Party conduct and combat corruption in colleges and universities.To deepen strict?Party governance in all aspects in colleges and universities, we must fully understand the internal logical relationship, significance, present situation and problems concerning the mechanism of “do not dare, being not able, and having no desire to be corrupt”.On this basis, the focus shall be put on path construction to build a punishment and deterrence mechanism for “do not dare to be corrupt”,a restriction and supervision mechanism for “being not able to be corrupt” and an education and self-discipline mechanism for “having no desire to be corrupt”,so as to continuously improve the overall quality and efficiency of the Party conduct construction and anti-corruption work in colleges and universities, maintain the clean and healthy atmosphere of the campus, and practically run education to the satisfaction of the people.
